FACT-CHECK: Documents show Fintiri’s transition committee lied against Bindow on Adamawa debt Profile claim

The claim by the transition committee setup by Adamawa governor elect, Hon. Umaru Ahmad Fintiri that Adamawa state debt profile under Bindow’s administration currently stand at 115 billion naira is false, an investigation by THE FINDER has shown.

Also untrue, our findings show, is the Fintiri’s committee claim that Health care in Adamawa need urgent attention and that healthcare under Bindow has gone bad. Investigation shows that Adamawa state came first in primary health care services in Nigeria under the chairmanship of Dr. Abdullahi Dauda Belel which form part of Gov. Bindow’s success story in healthcare delivery and also earned Messer Bindow and Belel several awards in both home and abroad, it was also under Bindow that about 345 primary healthcare operates 24 hours services, so Fintiri’s transition committee report on health in Adamawa is also false.

In the committee controversial report the debt incurred by Bindow is over 115billion naira. Document released from debt management office as at April 05, 2019 shows that Adamawa domestic debt profile accumulation from 2005 till date stands at 89,659,119,455.46 and Adamawa foreign debt profile stand at 52,555,531.76, this figures here predates Bindow’s tenure as Governor of Adamawa State.

EXTERNAL DEBT PROFILE OF ADAMAWA STATE

For example Adamawa external debt before Bindow took over as Governor of Adamawa State stood at N 26,698,598.73, a proper look at the above figure shows that Bindow incurred N25, 856,933 and not the entire 52,555,531.76 as claimed by Fintiri’s transition committee.

External debt are counterpart funding given to agency like Adamawa primary health care, Ramp 2, water board etc. not physical cash given to any governor.

 

DOMESTIC PROFILE OF ADAMAWA STATE

Adamawa State domestic debt profile before the advent of Bindow’s tenure stood at N 49,056,440.81, Bindow incurred about 42 billion naira on domestic loan not 115 billion as allege by Fintiri’s transition committee.

Investigations shows that the N42 billion naira loan incurred by Bindow’s administration are statutory loans which all states of the federation are entitled to, for example about 900 million is given to every state monthly for budget support fund, which also formed part of the domestic loan that accumulate up to 42 billion naira, also the bailout funds given to all state in Nigeria which Adamawa state also benefited from  formed the 42 billion naira incurred by Bindow administration,  not the figure brandish by Fintiri’s committee.

Bindow only incurred about 42 billion naira not 115 billion  

Next: details on gratuity, contract sums inherited by Bindow from Messrs Nyako, Fintiri and Ngillari and also contract balance left behind by Messer Nyako, Fintiri and Ngillari inherited by Bindow on road construction.      

 

  CONCLUSION: Mr. Fintiri’s transition committee claims of 115 billion naira incurred by Bindow’s administration for four years is inaccurate, document obtain by this news medium from Debt Management office does not support Fintiri’s transition committee claim.
