NCAA Urges Air Travelers to Obey Cabin Crew, Warns Against Unruly Conduct

The Director of Public Affairs and Consumer Protection at the Nigeria Civil Aviation Authority (NCAA), Mike Achimugu, has emphasized the critical importance of passenger compliance with aviation safety regulations and instructions from cabin crew.

“You must always obey the cabin crew when you are aboard an aircraft. You don’t make the rules for safety in aviation,” Achimugu said, noting that the rules are designed to protect all passengers and ensure the safe operation of flights.

He described recent incidents involving Fuji musician King Wasiu Ayinde Marshal (KWAM 1) and a female passenger aboard an Ibom Air flight as “entirely avoidable,” warning that disobedience to safety protocols can have serious consequences.

While clarifying that the NCAA does not have prosecutorial powers, Achimugu explained that airlines have the right to ban or blacklist passengers who are considered a risk. “You are not permitted to hit anyone or disobey the cabin crew while on board an aircraft,” he stressed, highlighting the role of discipline in aviation safety.

His comments follow a viral video showing an altercation between a female passenger and an Ibom Air staff member, which resulted in the airline banning the passenger. Although the decision sparked public debate, Achimugu clarified that such disciplinary measures fall under the discretion of individual airlines.

“The NCAA can only intervene to mediate, particularly when cases are taken to court,” he added.

The controversy occurred just a week after the NCAA banned KWAM 1 for six months over alleged unruly behavior at the Abuja airport.

Addressing concerns over perceived inconsistencies in handling both cases, Achimugu noted that any attempt to interfere with the control of an aircraft could be regarded as terrorism under aviation law, and such matters are typically referred to the appropriate security agencies.

“No matter the provocation, be assured that you can always file your complaints with the NCAA, and they will be addressed. Self-help is not allowed in aviation,” he cautioned.

Achimugu also emphasized the importance of mutual respect between passengers and airline staff. He said the NCAA is intensifying public awareness campaigns to educate passengers about aviation safety rules. He reminded travelers to switch off their mobile phones when instructed, as failure to do so could interfere with aircraft communication systems.

“Passengers seem more obsessed with their rights than their responsibilities,” he said.
