FACT CHECK: Adamawa APC, Wakili Boya Mislead Public on Role in Jabilamba Road Project

The Adamawa State chapter of the All Progressives Congress (APC) recently credited Hon. Aliyu Wakili Boya with facilitating the long-awaited rehabilitation of the Jabbi-Lamba–Malabu–Belel Road, a federal road project valued at over N26 billion. In widely circulated statements, the party portrayed Boya as the central figure behind the project’s approval by the federal government.

However, a fact-check by this newspaper reveals that while Hon. Boya has shown interest in the road and may have advocated for its inclusion in government priorities, the claim that he singularly facilitated the project is misleading and lacks critical context.

Official records show that in May 2025, the Federal Executive Council (FEC) approved N26.829 billion for the rehabilitation of the Jabbi-Lamba–Malabu–Belel Road, awarding the contract to China Yuan Skypond Ltd. However, federal budget documents indicate that the project had already been proposed and partially included in budget cycles dating as far back as 2018—well before Hon. Boya’s current term in the House of Representatives.

Multiple reports, including from the Federal Ministry of Works, confirm that although the project has received budgetary allocations in past years, actual implementation has faced prolonged delays. As of mid-2025, large portions of the road remain untouched, and contractors have yet to fully mobilise to the site.

Observers argue that the APC’s claim is an example of political posturing. Projects of this magnitude typically require multi-year planning, inter-agency coordination, and technical evaluations—factors far beyond the capacity of any single legislator. While Hon. Boya may have supported the project in the National Assembly, there is no conclusive evidence that he secured the contract or directly facilitated its execution.

Additionally, findings by our reporter reveal that a signboard at the site bears the name Decency Associates Limited (RC: 491766), a company registered with the Corporate Affairs Commission (CAC) in 2003. However, CAC records show the company’s registered business activities are limited to the import and export of general goods—not construction—raising questions about its eligibility to handle such a major infrastructure project.

Conclusion:
The Adamawa APC’s claim that Hon. Wakil Boya facilitated the Jabilamba Road project is significantly exaggerated. The narrative overlooks the project’s long history and overstates the legislator’s role. As such, the statement is misleading and should be viewed with caution.
