Publish monthly FAAC allocation details to Adamawa state and the 21 local governments – Group to Adamawa state government

Centre for leaders evaluation and accountability forum, CLEAF, has asked the Adamawa state government to publish monthly allocations from Federal Accounts Allocation Committee and details of exact funds being expended on loans, security votes and other resources received from internal generated revenue of the state government.

 

CLEAF also sought from the Adamawa state Government to: “disclose information on the exact allocation of funds accrue to the 21 local government in Adamawa from FAAC and the wage bill for the 21 local councils in the state, as well as the exact wage bill of state government workers in the state.

 

Others in two Freedom of Information is also information on the 9.9 billion naira loan approved by the ADSHA for building of 2000 housing units to workers in the state, FOI requests sent to Adamawa state commissioner for finance and the accountant general of Adamawa state, CLEAF said: “We are concerned about the lack of transparency in the use of the FAAC allocations funds accrued to the state, the 21 local council and resources being mobilised as security vote to the office of the governor.

According to CLEAF, in the FoI requests dated 26 March 2020, signed by CLEAF Deputy Director, Mr Silas Pwanovi, “We have heard enough complaints from the state government how they could not perform due to drop in FAAC allocations to Adamawa and the repayment of loans collected by Fintiri’s predecessors in office, we want to know the amount the governor is taken as security votes monthly and the total salary bill of the state government and the 21 local council in Adamawa state.

“We are concerned that lack of transparency in the use of the funds mentioned here would lead to diversion or mismanagement of resources, unnecessarily cost lives, and result in serious damage to infrastructure in the state.” CLEAF said: “We urge you to disclose the level of work done on the roads contract awarded by the governor.

“We would be grateful if the requested information is provided to us within 7 days of the receipt and/or publication of this letter. If we have not heard from you by then, CLEAF shall take all appropriate legal actions under the Freedom of Information Act to compel you to comply with our request.”

“Any failure or refusal to provide the information requested will also be clearly inconsistent with the letter and spirit of the Freedom of Information Act.” “According to our information, the Adamawa government received about 4-5 billion naira monthly from FAAC and the 21 local governments also received about 3.8 billion naira monthly before the advent of the corona virus in Nigeria country.

“By Section 1 (1) of the Freedom of Information (FoI) Act 2011, CLEAF is entitled as of right to request for or gain access to information, including information on the exact amount of funds and resources meant to combat the spread of Coronavirus in Adamawa.

 

” “By Sections 2(3)(d)(V) and (4) of the FOI Act, there is a binding legal duty to ensure that documents containing information relating to the spending and operations of the state government and the 21 local councils in the state are widely disseminated and made readily available to members of the public through various means.”
